What is a 'smart city' and how it will work

PM Modi had announced his vision to set up 100 smart cities across the country soon after his government was sworn into power mid last year. Since then a race has been on among cities to land on the list that the ministry of urban development is compiling. The 100 smart cities mission intends to promote adoption of smart solutions for efficient use of available assets, resources and infrastructure. Dipak Dash explains what these smart cities are and how they will work.

What is a 'smart city'?

A city equipped with basic infrastructure to give a decent quality of life, a clean and sustainable environment through application of some smart solutions. 

Basic infrastructure


Assured water and electricity supply, sanitation and solid waste management, efficient urban mobility and public transport, robust IT connectivity, e-governance and citizen participation, safety and security of citizens.

Smart solutions

Public information, grievance redressal, electronic service delivery, citizens’ engagement, waste to energy & fuel, waste to compost, 100% treatment of waste water, smart meters & management, monitoring water quality, renewable source of energy, efficient energy and green building, smart parking, intelligent traffic management system.

What's the next step?

The next step is identification of the 100 cities and for this a city challenge competition to be conducted by Bloomberg Philanthropies is envisaged. The current plan looks to select 20 cities this year followed by 40 each in the next two years.

Smart Cities Council India has been formed

It is part of the US-based Smart Cities Council, which is a consortium of smart city practitioners and experts, with a 100-plus member and advisor organizations operating in over 140 countries.

All states will get at least one smart city

A Special Purpose Vehicle will be created for each city to implement Smart City action plan. The SPV will be signed with the urban local body, state government and the Centre for implementation of the project.

How it will work

After government announces the guidelines, states will be asked to nominate names of cities for a ‘City Challenge Competition’ and the chosen ones will get Central fund of Rs 100 crore each year for 5 years.

Area-based development

1. Retrofitting 500 acres: Planning in an existing built-up area in a municipal ward, preparing plan with citizen participation (example: Connaught Place in Delhi, Bhendi Bazar in Mumbai).


2. Greenfield 250 acres: Introduce smart solutions in a vacant area using innovative planning (example: land pooling/land reconstitution in Outer Delhi, GIFT city in Gujarat).



3. Redevelopement 50 acres: Replacement of existing built-up area and preparing a new layout plan with enhanced infrastructure by way of mixed land use (example: Kidwai Nagar in Delhi).

Smart City Delhi is developed to improve the management of urban living and providing real time response of issues . A smart city is next level of planning to respond more quickly to challenges. This can be termed as 'intelligent city' having all advanced facilities to cater on secured platform .

Delhi will be Country's First Smart City

Delhi will be developed into a "global city" and the country's first 'smart city' will be set up here to decongest the national capital and facilitate it with all modern amenities, Union urban development minister M Venkaiah Naidu said here on Saturday.

We want to make Delhi a truly global city, having all latest and modern amenities and facilities that any other global city like London or San Francisco has. We want to have world-class entertainment venues like Disneyland or Universal Studios here," Naidu said.

The Narendra Modi-led NDA government has planned to set up 100 'smart cities' and Naidu said that the first such city will come up in the national capital.

"Delhi is the heart of India and the first smart city would come up here. The city of Barcelona in Spain has also promised technological support to us in our effort in this direction," he said.

"I saw the city of Barcelona, and apart from modern buildings, they have also preserved their old architecture. We also want to preserve our traditional architecture, that India is so richly endowed with, even as we embrace modernity," he added.

The minister was speaking at a function organised by DDA at its headquarters here to officially kick-start the allotment process of its 'Housing Scheme 2014'.

Naidu handed over allotment letters to the first few successful applicants.
Talking about the 'smart city' initiative further, he said the focus would be to build global educational and health institutes and entertainment facilities.

We also want to liberalize the industrial estate policy. An industrial space may not necessarily contain factories, but showrooms also. A committee will be formed to look into this issue as well," the minister said.

DDA's vice-chairman Balvinder Kumar in a media briefing yesterday had outlined the plans for the 'smart city' in the capital.

The 'smart city' will be a complete sub-city, which would be located in an area of 20-24 hectares, zoned out of Dwarka, Rohini and Narela, and will be equipped with latest technologies and waste-management techniques.

Smart City Delhi will have a world-class infrastructure, 24-hour power supply, complete wi-fi connectivity, and will employ green technology and latest water conservation techniques like rain-harvesting and waste management techniques, among other facilities," Kumar said.

Outlining the achievements of the government in the financial sector, Naidu said, "As per the PM's vision of ending financial untouchability, we have opened 10 crore new bank accounts in the last nine weeks under the Prime Minister Jan Dhan Yojana."
