Land Pooling Policy has been allowed by the Ministry of Urban Development; vide S.O.No - 2687(E), on 5th September 2013. Dwarka-Gurgaon Metro Line Approved- L-Zone Just 3 Stops left from Gurgaon

Haryana chief minister, Manohar Lal Khattar established the news of state approval to execute the Dwarka-Gurgaon metro line project. This project will be implemented by DMRL (Delhi Metro Rail Corporation) from Dwarka Sector-21 to IIFCO chowk in Gurgaon Haryana. The way will cover Dwarka Sector-21, Palam Vihar, Kapeshera, Udhyog Vihar and IFFCO Chowk.

There is frantic need of metro connectivity to Gurgaon to decrease the traffic on Delhi-Gurgaon Expressway and Mehrauli-Gurgaon road. The projected metro line will make travelling easier and make a different connectivity to reach Gurgaon, a long awaited relief for Delhi Gurgaon commuters. It is expected that 11000 trips per hour will be witnessed in peak hours. The lack of public transport including busses in Udhyog Vihar made it too cumbersome for people to commute. Employees have to incur the car and cab cost to reach their workplace making it too exclusive. The metro extension was in limbo for three and half years but finally a sigh of joy for locals. Commuting time between Dwarka and Gurgaon is under 10 minutes now and more importantly cheap, which would translate into good saving both in terms of time and money.


This news is going to bring much needed boost in assurance of people, who have invested in L Zone Delhi & have been very sad over delay in urbanization of land pooling villages by Kejriwal’s Delhi Govt.

DDA Housing Scheme 2016

Delhi Development Authority has announced the plans about its upcoming DDA housing scheme 2016. The authority will offer flats in 18 projects in areas like Vasant Kunj, Dwarka, Narela, Kalkaji, Jasola and Rohini in 2016 housing scheme.

According to the statement of DDA officials, around 10,000 surrendered flats of DDA scheme 2014 will be included in the new housing scheme 2016. And these flats will be available in the older price and there is no probability of hiking the price of these flats.

The last scheme of DDA launched in 2014, got great response form the seeker but due to small size of flats and lack of public transport, most of the allottees had surrendered the flats. And these surrendered flats are vacant and the DDA has decided to include these flats in its upcoming scheme.
According to the statement of DDA officials, the price of these flats should be increased by ten times as these flats were constructed in the 2014.


But the DDA is trying to balance the level of the rate of surrendered flats so that the people who are seeking for a low cost house can purchase these ones easily.

Land Pooling Policy

Land Pooling Policy has been permitted by the Ministry of Urban Development; vide S.O.No - 2687(E), on 5th September 2013. This policy purpose to avoid, selling of land without the owner’s approval.  This policy assures fundamental changes in the way of attainment and development of land in Delhi.

The first Master Plan of Delhi was formulated in the year 1961. The policy then of DDA’s was to acquire large chunks of land, directly from the land owners, at a price determined by DDA. DDA would then undertake the master planning and then sell / develop the land, piece by piece. When the land valuations were nominal, this process was suitable.

In the 1960’s, the private sector wasn’t strong enough in the economy to shoulder the responsibility of urbanization & housing. Hence, the government took on the liability, and the land acquisition became the norm. From the 1980’s, the private sector through their incremental ability rightfully started seeking a larger role. In the past couple decades, the demand surge from the customers really made the supply from the government stable insufficient, and hence, the majority of supply was created by the private sector.

The land valuations rose amazingly under this increased demand, as well as the higher spend & investment appetite. The government continued to rest on the provisions of the Land acquisition Bill 1894, which was seemingly unfair to the land owners, for compensation as well as analysis. With the many instances which happened in West Bengal, Andhra Pradesh, Haryana, NOIDA etc, it became increasingly clear to the government that forceful acquisition cannot be a tenable & legal method.

Also, the private sector wanted a more free market methodology, as the government acquisition could potentially be a delaying factor for projects.

Hence, this Land pooling policy. Under this policy, land owners can surrender their land asset into the central pool and be a stakeholder to the development proposed on their land. Once the land is pooled, the landowner would get back 40-60% of the total land surrendered, as developable land, “For once, the disputes on undervaluation of land for acquisition would be removed, and the process would seem fair to every land owner, irrespective of the size of their land holding. The 40-60% land that DDA would retain with them would be utilized for creation of infrastructure as well as monetize it against specific purposes, by DDA.

There are two basic types of Land Pooling which have been announced so far
  1. 20 hectares and above where 60% of land would be returned to the land owner
  2. 02 and 20 hectares, where about 48% of land pooled would be returned to the land owner


According to a proposal, DDA would set up a separate institutional framework with officials from DDA’s finance; accounts; land management; planning; legal and engineering departments. All the plans would be prepared by GIS technology. If necessary amendments would be made in Delhi Municipal Corporation Act – 1957; Delhi Land Reforms Act – 1954; Land Acquisition Act - 1894 and Delhi Development Act - 1957.


The Delhi master plan MPD 2021 is touted to be the largest ever real estate opportunity in the country for the demographic demand, and the administrative commitment provides the triggers for growth. Delhi’s master plan is considered to accommodate an additional population on 10 million people, as well as facilitate the creation of almost 1.6 million dwelling units, and the land pooling policy being the first of the many pioneering methods towards the vision to actuality.

Smart Cities Mission

Smart Cities Mission is an city restoration and retrofitting program by the Govt of Indian with a mission to develop 100 Town all over the country making them resident friendly and sustainable. The Union Ministry of Urban Development is responsible for implementing the mission together with situations government authorities of the respective City. The government of Indian under Prime Minister Narendra Modi has a vision of creating 100 smart cities as satellite towns of larger city and by modernizing the current mid-sized city.


The 100 prospective smart Cities were selected by all the states and union areas depending on Stage 1 requirements, prepared smart city plans which were analyzed in stage 2 of competitors for showing priority for city for funding. In the first round of this stage, 20 top scorers were selected for funding during 2015-16. The staying will be asked to make up the inadequacies identified by the Apex Committee in the Ministry of Urban Development for participation in the next two units of competitors. 40 cities each will be selected for funding during the next units of competitors.

Smart Cities are estimated to be equipped with basic facilities will offer a good quality of life through smart alternatives. Smart City Challenge

This was indicated in the Operation Recommendations for Smart City Mission released by Primary Minister Narendra Modi. The choices requirements used in both the stages of competitors were elaborated in the Recommendations.
In the Stage-1 of City Challenge Competition, each State and Union Territory scored all their city with different set of criteria and nominated the top scorers as per the indicated number of prospective smart city for participation in the Stage-2 of competitors.

Stage 1
The record of nomination marked the first stage in the process of smart city, in which situations government authorities selected potential city and the Centre elevated to your shortlist 100.

The evaluation criterion for Stage1 of competition within the State/UT was as below:

Existing Support Levels: This includes Increase service stages over Census 2011, Online Grievance Redressal System, and Publication of at least first monthly newsletter and online publication of municipal budget expenditure details for the last two financial years on website.

Institutional Systems and CapaCity: This covers imposition of charges for setbacks operating distribution and improvement in inner resource creation over the last three years;
Self-financing: This would be shown in payment of incomes by city local systems up to last month, Audit of accounts up to FY 201213, Contribution of inner earnings to the Provide 2014-15 and Amount of establishment and servicing price of drinking water met through user charges during 2014-15.

Past track record: Amount of JNNURM projects completed which was approved until 2012, Percentage of City level changes achieved under JNNURM and level of capital expenses met from internal resources.

Stage 2
The Govt on 27 Aug 2015 launched the record of nominees for the committed smart city project. The record consists of 98 cities, including many state capitals.

Impact of proposal: To what extent the offer is inclusive in terms of benefits to the poor and deprived, Extent of employment creation, Articulation of quantifiable outcomes depending on resident discussions, Impact on environment etc.

Cost efficiency of Smart City Plan: Application of smart solutions for doing more with less of sources, Alternatives considered enhancing affordability of the offer, tightening up of resources required from various sources, Provision for Operation & Maintenance Costs, IT treatments to improve public service distribution.

Innovation and Scalability: Extent of adopting of best practices in consultation with people, Usefulness of venture to the entire city, Adoption of smart alternatives and Pan City improvements.
Processes followed: Extent of citizen consultations, vulnerable segments like the differently abled, children, elderly etc., ward committees and area sabhas and important citizen groups, Extent of use of social networking and mobile government during citizen consultations and accommodation of contrary comments in the strategy and planning.

The Ministry of Urban Development received suggestions from the 97 city to be recipients of the 1st year funding from 2016 onwards. Minister of Urban Development Venkiah Naidu declared the selected top 20 from among them on 28 Jan 2016. Bhubaneswar topped the record of top 20, followed by Pune and Jaipur. They were elevated to your shortlist by three different panels of experts in accordance with the practicality of the offer, cost-effectiveness, result alignment, resident participation, strategic plan, perspective and goals, among other things.

DDA Plans Housing Schemes in Dwarka

The Delhi Development Authority (DDA) plans to build new housing projects in L Zone Delhi Dwarka. Work on other residential projects is already on in Jasola, Rohini, Narela, Jahangirpuri, Bakkarwala, Kondli and Kalkaji.


After the poor response to its 2014 affordable housing scheme aimed for the middle class and lower middle class - 10,000 houses were returned by the allot tees - the DDA is planning to come up with a new scheme to resell these flats. The owners had given up the flats, most of them one-bedroom units, as they found the rooms too small, a senior DDA official said. The agency then offered these surrendered flats to those in the waiting list. "But the response wasn't encouraging.  That's why we have decided to announce a new scheme," the official said.

Registration for flats to get simpler
The registration of flats sold by the Delhi Development Authority has always been a time-consuming affair, but now looks set to become simpler and shorter. The practice of getting the Collector of Stamps (CoS) to adjudicate on the quantum of stamp duty on land deeds executed by the capital's land agency will be discontinued from March 15, shortening the process of registration by around a fortnight.

The district magistrate of New Delhi, Sanjay Kumar, has informed Arun Goel, vice-chairman of DDA, that requests for adjudication on DDA's various deals with customers will no longer be entertained at the CoS branch at Vikas Sadan. In his letter, Kumar said only in "cases where the DDA feels that the duty on a particular instrument needs adjudication" should an application may be made to the stamp authority.

Every day, around 150 documents linked to DDA deeds involving flats and commercial buildings reach the Collector of Stamps at Chanakyapuri for adjudication. As a practice, whenever DDA has to execute a deed with an allottee or owner of a flat or commercial space, it mandatorily requires the customer to get the CoS to determine the quantum of stamp or transfer duty. It is only after the adjudication and after the stamp authority collects the duty and stamps the documents that DDA executes the deed and permits registration.

Kumar's letter said adjudication under provisions of the Stamp Act, 1860 was meant to be resorted to when "the instrument is of complex nature and the executants are, bona fide, unable to determine the quantum of stamp duty payable". He pointed out that the instruments routinely executed by DDA with its allottees or owners were mostly standard in nature, and Schedule 1A of the Act clearly defined the formula on how the stamp duty was to be determined. The magistrate thus felt that the mandatory adjudication of duty insisted upon by DDA at present should be dispensed with.

As for the government, it is happy to have the allottee/owner pay all duties according to the existing rules, while it expects DDA to conduct standard checks at the time of executing the deed. "When the instrument reaches the sub-registrar for execution, he is in any case duty-bound to check that the stamp duty has been paid in full," explained Kumar. In case the registrar finds that duty paid falls short of the designated amount, he is likely to impound the property and send the owner/allottee to the CoS for repaying the shortfall. 


This modification will save at least 10 days because the allottees/owners will no longer be required to apply for and obtain the final stamped documents from the CoS. As it is there is an unnecessary workload on the skeletal staff of the stamp office, so this step will benefit the CoS staff, freeing them to tackle the more pressing cases of duty evasion and incomplete duty payment.

Delhi – A SMART CITY

On June 25, Prime Minister Narendra Modi  unveil the ambitious Rs. 48,000-crore Smart City project. For the Capital, the project is bound to catalyse urbanisation with several “Smart Sub-Cities” expected to come up in the future. The Centre has already cleared the decks for implementation of the project by introducing the “Land Pooling Policy”.

For Delhi, the biggest curse has been unplanned urbanisation. The Land Pooling or Land Assembly policy will play a pivotal role here as it would make the concept of unauthorised colonies obsolete by bringing in fundamental changes in acquisition and development of land. It is expected that 20,000-25,000 hectares of land will be unlocked through this policy, thereby resulting in the creation of 24 lakh houses.

Delhi Master Plan 2021

Despite odd-even, Delhi faces heavy traffic

Traffic police says heavy traffic due to office rush was seen at ITO and near Akshardham in the morning hours, especially after 9am.

Chief Minister Arvind Kejriwal and other cabinet ministers had to face traffic rush while reaching to the office on Monday in Smart City Delhi. Kejriwal and other ministers carpooled for reaching offices.
Traffic police says heavy traffic due to office rush was seen at ITO and near Akshardham in the morning hours, especially after 9am. Delhi Traffic police has issued almost 1,800 challans for violating the odd-even rule till Monday. According to the police, New Delhi district and east district saw highest number of people challaned for violating the rules.
A senior traffic police official said people are following the rules largely and Monday had very less number of challans than as expected by the cops. "It seems that everyone is cooperating as there is not very high number of challans issued by us. But we have asked cops to take action against people who are trying to violate rules. Also our focus is on traffic management as well," he said.
On the other side, DTC and cluster buses were packed with passengers on some routes in Burari, Uttam Nagar and other areas. Metro has increased its trips to accommodate more passengers during the scheme. As Monday was the first full working day since the scheme was implemented, the Delhi government has also deployed district magistrates, SDMs, ADMs and tehisaldars to prosecute violators of the odd-even rules.
Besides, 210 teams of enforcement wing of the transport department and 2,000 traffic police have also been deployed on the Capital's roads to prosecute errant drivers.
Unlike the scheme's pilot phase, in which the focus was more on awareness and voluntary compliance, the government has cracked the whip on violators this time, with over 2,300 challans issued in the first two days against 479 during the same period in the previous phase between January 1-15.
The rules, whose violation attracts a penalty of Rs 2,000 under provisions of the Motor Vehicles Act, are applicable between 8am and 8pm, except on Sundays. On Sunday night, Delhi Autorickshaw Sangh and Delhi Pradesh Taxi Union withdrew their call for strike on Monday after the city government gave them a written assurance that their demands would be fulfilled.
In the second phase from April 15-30, the government added to its exemption list people driving with school children in uniform.

Delhi ranked 44th among worlds 50 future-ready cities

New Delhi, Apr 15 (PTI) The national capital has been recognised as one of the 50 future-ready cities around the world that are embracing technology to adapt and thrive in an ever-changing and globalised future, according to a report by IT major Dell.

You know to India first Smart City Delhi is ranked 44th on the list which is topped by San Jose, followed by San Francisco.
The Future-Ready Economies Model scores large, high-growth global metropolitan areas based on attributes that enable people and organisations to access new tools and ideas that deliver better connectivity, better economic performance and a greater ability to attract talent.

The cities positioned in the list were evaluated along three dimensions -- human capital, infrastructure and commerce.

"We are extremely proud to have Delhi feature on this list. The efforts put in by the Delhi and central government to make the city a better place has made this possible," Ravinder P Singh, Director (Solutions Strategy and Business Development, IoT, Smart Cities and Digitisation) Dell India said in a statement.

He added that the Centre has launched some ambitious initiatives aimed at creation of a digitally enabled nation, one that allows for last mile connectivity and helps improve the quality of life.
"Delhi?s ranking on this list is validation of India?s progress in the right direction. We look forward to partnering with the government and creating a future-ready India," Singh said. PTI KIR ABM

What is a 'smart city' and how it will work

PM Modi had announced his vision to set up 100 smart cities across the country soon after his government was sworn into power mid last year. Since then a race has been on among cities to land on the list that the ministry of urban development is compiling. The 100 smart cities mission intends to promote adoption of smart solutions for efficient use of available assets, resources and infrastructure. Dipak Dash explains what these smart cities are and how they will work.

What is a 'smart city'?

A city equipped with basic infrastructure to give a decent quality of life, a clean and sustainable environment through application of some smart solutions. 

Basic infrastructure


Assured water and electricity supply, sanitation and solid waste management, efficient urban mobility and public transport, robust IT connectivity, e-governance and citizen participation, safety and security of citizens.

Smart solutions

Public information, grievance redressal, electronic service delivery, citizens’ engagement, waste to energy & fuel, waste to compost, 100% treatment of waste water, smart meters & management, monitoring water quality, renewable source of energy, efficient energy and green building, smart parking, intelligent traffic management system.

What's the next step?

The next step is identification of the 100 cities and for this a city challenge competition to be conducted by Bloomberg Philanthropies is envisaged. The current plan looks to select 20 cities this year followed by 40 each in the next two years.

Smart Cities Council India has been formed

It is part of the US-based Smart Cities Council, which is a consortium of smart city practitioners and experts, with a 100-plus member and advisor organizations operating in over 140 countries.

All states will get at least one smart city

A Special Purpose Vehicle will be created for each city to implement Smart City action plan. The SPV will be signed with the urban local body, state government and the Centre for implementation of the project.

How it will work

After government announces the guidelines, states will be asked to nominate names of cities for a ‘City Challenge Competition’ and the chosen ones will get Central fund of Rs 100 crore each year for 5 years.

Area-based development

1. Retrofitting 500 acres: Planning in an existing built-up area in a municipal ward, preparing plan with citizen participation (example: Connaught Place in Delhi, Bhendi Bazar in Mumbai).


2. Greenfield 250 acres: Introduce smart solutions in a vacant area using innovative planning (example: land pooling/land reconstitution in Outer Delhi, GIFT city in Gujarat).



3. Redevelopement 50 acres: Replacement of existing built-up area and preparing a new layout plan with enhanced infrastructure by way of mixed land use (example: Kidwai Nagar in Delhi).

Smart City Delhi is developed to improve the management of urban living and providing real time response of issues . A smart city is next level of planning to respond more quickly to challenges. This can be termed as 'intelligent city' having all advanced facilities to cater on secured platform .

Delhi will be Country's First Smart City

Delhi will be developed into a "global city" and the country's first 'smart city' will be set up here to decongest the national capital and facilitate it with all modern amenities, Union urban development minister M Venkaiah Naidu said here on Saturday.

We want to make Delhi a truly global city, having all latest and modern amenities and facilities that any other global city like London or San Francisco has. We want to have world-class entertainment venues like Disneyland or Universal Studios here," Naidu said.

The Narendra Modi-led NDA government has planned to set up 100 'smart cities' and Naidu said that the first such city will come up in the national capital.

"Delhi is the heart of India and the first smart city would come up here. The city of Barcelona in Spain has also promised technological support to us in our effort in this direction," he said.

"I saw the city of Barcelona, and apart from modern buildings, they have also preserved their old architecture. We also want to preserve our traditional architecture, that India is so richly endowed with, even as we embrace modernity," he added.

The minister was speaking at a function organised by DDA at its headquarters here to officially kick-start the allotment process of its 'Housing Scheme 2014'.

Naidu handed over allotment letters to the first few successful applicants.
Talking about the 'smart city' initiative further, he said the focus would be to build global educational and health institutes and entertainment facilities.

We also want to liberalize the industrial estate policy. An industrial space may not necessarily contain factories, but showrooms also. A committee will be formed to look into this issue as well," the minister said.

DDA's vice-chairman Balvinder Kumar in a media briefing yesterday had outlined the plans for the 'smart city' in the capital.

The 'smart city' will be a complete sub-city, which would be located in an area of 20-24 hectares, zoned out of Dwarka, Rohini and Narela, and will be equipped with latest technologies and waste-management techniques.

Smart City Delhi will have a world-class infrastructure, 24-hour power supply, complete wi-fi connectivity, and will employ green technology and latest water conservation techniques like rain-harvesting and waste management techniques, among other facilities," Kumar said.

Outlining the achievements of the government in the financial sector, Naidu said, "As per the PM's vision of ending financial untouchability, we have opened 10 crore new bank accounts in the last nine weeks under the Prime Minister Jan Dhan Yojana."
